COVID-19-Related Housing Assistance Program

As a part of the Federal Coronavirus Aid, Relief, and Economic Security (C.A.R.E.S.) Act, the Town of Normal received two special allocations of Community Development Block Grant (CDBG) funds, referred to as CDBG-CV (Coronavirus), to be used for the sole purpose of preventing, preparing for, and responding to the effects of COVID-19 locally. The Town's total CDBG-CV allocation is $581,426.

With an understanding of the current, most urgent community needs related to COVID-19, the Town of Normal has partnered with Mid Central Community Action (MCCA) in the creation of an assistance program for Normal residents who have suffered income or job loss due to the pandemic and are in need of help covering monthly housing costs - specifically rent, mortgage, and utility bill payments.
 
 Effective June 1, 2021, this program is able to provide income-qualified residents with a maximum of up to 6 months of assistance, or $5,000 in total. Due to HUD guidelines, not all residents will qualify for this maximum amount.

Program Guidelines and Eligibility

The COVID-19-Related Housing Assistance Program is available to any household (individuals or families) residing within the municipal limits of the Town of Normal that has a documented job or income loss occurring as a result of the present pandemic AND that meets certain income qualifications. Assistance payments will only be made directly to a utility and/or housing provider (landlord or mortgage holder) and shall not exceed 6 months of assistance (limits apply). Maximum assistance per applicant/household shall not exceed $5,000 per household.

Residents seeking help with water bills are currently being referred to Tazwood Community Services for possible assistance through the Illinois Water Assistance Program.  

Qualifying income limits, which are subject to change at any time by HUD, are based on household size. A household is defined as any and all persons living in the home, regardless of family relation. Income from all persons age 18 and over in the household will be considered in determining eligibility for assistance through this program.

 Note: Funds are extremely limited and priority will be given to households with incomes below the limits listed above. However, households with annual incomes greater than the limits listed above may still qualify for assistance.

Applying for Assistance

Persons wishing to apply for assistance through the COVID-19-Related Housing Assistance Program must submit a completed McLean County Emergency Assistance Application, along with the HUD Self-Certification of Income form completed for the prior calendar year.  Additional documentation may be requested to verify identity, residence, income and/or COVID-19 related crisis.

Note: If you are a college student 23 years of age or younger, we require both documentation of your personal income and that of your parent(s) and/or guardian(s). If you have any questions about this requirement, please reach out.
